Here's one thing that happened to a site I worked at. So after doing the foundation of a tank stand, the engineer came around and inspected. He called me back and told me that the foundation wasn't deep enough. I have already done about 2m deep already the explained to me how the soil I'm standing on was. His recommendation was simple,do a another foundation and this time,we went almost 7m deep into the ground. It came at a very significant financial cost to the engineer and me but we did it cause safety and not "smart" was very important to us both.

it happened that the site in question was a hill and it was levelled. So most of the sand I packed out were sandfill from the hill. So the engineer asked that I keep digging until I get the natural soil after which I started digging proper foundation

For example, if I gave a contractor #30M in total, all at once for a four bedroom duplex, can the contractor come back and tell me about price fluctuation? Assuming it takes about 6months to complete the house. And we know in Nigeria, 6 months is a lot of time for prices to change drastically.

Should there be additional clause in the contract regarding such or is it a general understanding that client is responsible and must pay for any eventual fluctuation?

In this scenario, you paid the contractor all the contract sum to deliver the project in a turnkey contract. The contractor, in this case cannot lay claim to fluctuation because he's expected to buy his materials in advance and stockpile before any sudden and unforeseeable price increase in materials.

This is unlike when the client pays as the project construction proceeds on site.

That's one of the roles of a contractor.
Apart from charging you, the client, the net cost of the project, he would also charge some percentage for overheads and profit to cover such issues as storage, security etc.

There are some sites you cannot stockpile though.

Not necessarily on site. Materials can be stored off site.
