I think Russia plus OPEC gave the economic power to the dollar indirectly or directly.

every currency needs to be backed by something either Gold, silver or commodity..

Note: the current dollar power is backed by Saudi Crude Oil, the day Saudi (plus OPEC) starts selling crude in another currency that is the beginning of the end of the Dollar power.
