What I was told was there was a Ga community (fishing village) there even before the Tema development project.

The initial plan was to build the Harbour/city etc at Ada Foah but the Chiefs and the people there kicked against it so Kwame Nkrumah had to choose Tema, there the Chiefs and the people agreed to the plans.
I also know TCD was given the authority to develop Tema but that does not include areas where the indigens live
