Yup. The interval between a warm up and actual action should not long. Warm ups, like the word literally reads are suppose to prepare the body for an increase in physical activity especially cardio-related activities. So when the body doesn't go into the anticipated action after warm up, some of those muscles go back to sleep or relaxed mode and that is why they had to send them out to warm up again.
