Bro, no one is above arrest at all, but what I am trying to say is, we should not because the north is covering Gumi up even when it is clear that he knows where most of all this bad guys are in the North, then the south/east/west should now follow suit in covering such people too in that region even though it is the people living in that region that suffers the most lost if anything happens...
