I have my letter of degree of award with "To whom it may concern" from a British University (University of Portsmouth) to be precise. This letter comes first to announce your successful completion of a degree of study before the actual Certificate. I believe you are taught today.

This could be designed by anybody.... The first thing I looked for was missing - His Matriculation number shocked shocked shocked. Why is the letter not detailed enough to include that, The department etc.

Not that I'm bothered by whether he has certificate or not. Nigerians are so attached to certificate and can sacrifice COMPETENCE in place of certificate.

Because to confirm the veracity of foreign certificates then was very cumbersome for foreign universities.

INEC requires Tinubu's Primary and Secondary school certificates.
