However, my observation is that Tinubu comes across as capitalist. By this I mean, the creation of more wealth for the state, but in return, a percentage for raising the bar far higher than ever recorded or imagined.

For an entity or business enterprise that did not earn more than X, but now earns X+Y, a percentage that is just a little fraction of the additional Y is taken under a public private partnership arrangement. Where Y is several times the multiple of X.

It might interest you to note that quite a number of government agencies, now use this method to drive up efficiency amongst their staff, who get commissions for meeting increased revenue targets. This is of course an attempt to move away from the usual practice of such staff cutting deals to enrich themselves and short-change the government.

The difference here is that efficiency/performance is high, and it reduces the need to steal from or short-change the government. Not noble or the most desirable outlook, but very efficient and far better than stealing government money, which was the norm previously.

This is why a lot of states understudy Lagos for implementing policies. That was why Fowler was appointed to lead FIRS.

Tinubu demonstrated genius as governor of Lagos, and may have done the same with his emergence as the APC flag bearer in spite of stiff opposition.

But the american detectives couldn't prove any of the bolded, that's why charges against him were dropped. Remember, you can't bribe or influence your way out of a conviction in the "saner climes" if you're guilty especially if you're black, more especially if you're African. No drugs was found in his possession, neither was he found to be directly involved in any drug trade. If you have substantial proof, go and submit it to the DEA or the US department of Justice.
