It's Impossible at this stage. Since Germany closed the NS2, Russia had used the pipe to relay gas to other part of Russia.
Germany will not consider the authorization of the NS2 because it will make them look like a fool for sanctioning the pipes and then finding ways to circumvent their own induced sanction.
Russia on her own side had reposition and reconfigure the pipe to convene gas for domestic use.
And 2-3 months ago, Russia had said that even if Germany plead that the NS2 should be put online, it will only be possible in 8 years time(something of that nature), and that Russia won't even put the pipe on full capacity.

Russia needs a gas turbine in order to provide gas to Germany, Canada has the turbine and can give it to Russia, but Ukraine is begging Canada to not give it to Russia.

He said it himself and it’s NS1 not NS2 as NS2 is not functioning yet
Germany owned the world biggest chemical industries if not the number 1 in the world.
Russia cheap gas have been keeping those chemical industries in completion with Asia counterparts.
