USA have two btgs dedicated for South China Sea and Taiwan straits. They did that because it aligns with their policy of free movement.
China has been threatening and even firing their latest DFs anti ship missiles in naval drills but it doesn't deter USA btg and other allies from conducting their military drills. The only red line China gave Taiwan is declaration of independence.
USA don't have the power to impede the economy of their biggest trading partner and a nuclear state, make una no dey see trouble where there is non.
As for the black sea, even Russia don't control the black sea because you need Turkish permission to move heavy vessels on the bosphorus strait which is the only accessible gateway into the black sea.
