Marsman
You again. Well I have your answers now.
A billion dollar was removed for arms and the rest transferred to NSIA for infrastructure(2nd Niger Bridge) and investments that are already yielding dividends?
A billion dollars was approved by NEC in december 2017 for security equipments (12 super tucanos etc)
This money is now used to feed a lot of sectors( transportations, infrastructures, defence, Agricultural), if you can actually do a little research, you will be able to trace their movement. But you would rather ask silly questions.

Now before you ask me any more of your silly questions, care to explain how the $22 billion Presiden Yar'Adua left was depleted to 2.1 billion dollars?
I know there was a time governors called for it to be shared and got 48% of the money, but what did FG use 52% of the remaining $22 billion for that got it depleted to $2.1billion?

Don't you think the 52% of the ECA the FG got, which is about $11billion, should have multiplied since we had a Oil boom and good economic growth, during the GEJ regime?

Can you explain in a few words why the money the GEJ regime got from the ECA account was not added to, rather depleted, even with the Oil boom and good economic growth?

Note: Oil was sold at the highest price uder the GEJ regime.

Which "investments" are you referring to and what are the dividends that they are yielding? Since they are "yielding dividends", what's the need for the proposed telecoms and beverage taxes?

According to you:

"A billion dollar was removed for arms and the rest transferred to NSIA for infrastructure(2nd Niger Bridge) and investments that are already yielding dividends?"

Does that out of the 2.2billion dollars, 1billion was withdrawn for arms and the remaining 1.2billion dollars for Niger bridge and investments?

If that is the case, which other calculation is this?:

"A billion dollars was approved by NEC in december 2017 for security equipments (12 super tucanos etc)
This money is now used to feed a lot of sectors( transportations, infrastructures, defence, Agricultural)".

Pls what has been accomplished in transportations and agriculture with the $1billion?

"Persistent demand by states to fund various programmes and the inability of the Federal Government to generate adequate revenue to fund its operation had put pressure on it to draw down the ECA.

In 2012, the account recorded total outflow of N2.07tn. Out of this amount, the sum of N1.39tn was used to augment revenue distribution among the three tiers of government. N68billion went into subsidy payments.

For the 2013 fiscal period, the sum of N1.99tn was taken out of the account by the federal government.

Out of this N1.99tn, about N1.08tn was withdrawn to augment revenue shortfall to the three tiers of government, while N505bn and N405.63bn were used for fuel subsidy payment and special intervention fund, respectively.

For 2014, the account was drawn down by N927.33bn. From this amount, N400.23bn went for fuel subsidy; N303.56bn for revenue augmentation and N223.54bn went into special intervention fund.

In the 2015 fiscal period, the federal government gave approval for the withdrawal of N458.14bn from the ECA. From this amount, N359.39bn went into petroleum subsidy payment; N98.19bn was used for revenue augmentation to the three tiers of government."

Why was there no additions to the ECA under Jonathan. I don't know. Do you know?

This still does not explain how the 20 billion dollars Jonathan met in the ECA account reduced to 2.1 billion. You gave a very flawed and puntured bad analysis of the use. You are one of the few Nigerians that deserves to be washed out of the system. Now correct your self, and don't act stupid your kids might see this in the future.
Moreover, Why were we performing lots of revenue augmentations during Jonathan's regime, a time when we were making our highest profit from export?

Kindly explain in details, how the revenue augmentation yielded result, more explicitly, the result they yielded

Special Intervention projects Like? Kindly give me a detailed example

What are the purposes of special intervention projects not felt by the citizens? or better still not built for the citizens or much better, what are the benefit of funds and projects that does not get to the citizens?

Revenue augmentation should be a one time solution to Nigerias revenue problem, why was Jonathan releasing money for revenue augmentation every year, despite the fact that it showed no results?

Ya' radua increased the ECA account to 20 billion dollars within 2years, having the same problem as Jonathan, his successor . Why did Jonathan not use Ya'raduas template? Was it because of the fact that he had an hidden corrupt agenda?

Lol, An ordinary business man knows that you don't have to stay in one business, even if its very lucrative. Entrepreneurs look for different business to make profit not to talk of a broke country like Nigeria, that needs Revenue to service debt. Why do we need more tax when there is dividends you asked? I believe the tax you mentioned where not approved.

What investment? I will play along and list it out for all to see. Remember, I didn't say 1billion dollars was invested into Transportation and Infrastructure, read what I wrote carefully.

1. Lets start from the Lagos Ibadan double lane rail project. Jonathan, through one of his ministers, once told Nigerians that they don't deserve new trains, despite the huge amount his government inherited from Yaardua. Now, under buhari we have new trains going back and forth between the two (Lagos-Ibadan) economic cities. Is that not an investment?

Where does the money recouped from the investment go?!.

What about the bridge being contructed in the south east, the same bridge PDP govt, through out their 16 years of rule, could not link together. The buhari government decided to put an end to the siphoning of money for the ghost project, invested the available money in it and sourced for more. YET, a petty hater like your self is still asking where are the investments. There is also the Lagos- Ibadan express road, This a project that PDP has been awarding to people as contract since Obasanjo's era, yet, with trillions of naira stolen for the said rotten project during the draconian PDP regime, It was still this same buhari that had the audacity to complete, renovate and actually do something about the road. Another one of the many investments of government includes, the purchased shares in the Dangote refinery; an attempt to have a say in the produce of the refinery and control the price of the products for me and you. The more than 400km road connecting Nigeria to Cameroon is one of the investments, The sienna project (undergoing) aimed towards providing good electricity throughout the country is One of the investments.

This is just a Few out of the many investment you claim not to know about.
2. Since you want a discussion on what the money is doing in Our Agricultural sector , I will give you one( grin). Did you know that,
Under the President Buhari administration the agricultural universities coordinating agency is being revitalised as stipulated in the enabling Act which will work closely with the Nigerian University Commission and development partners to re-focus the universities of agriculture in the country.

The Livelihood Improvement Family Enterprises (LIFE) programme was initiated by the Buhari Administration and it is aimed at bringing life back to rural communities through the empowerment of youth, women and other vulnerable groups across the country.

Livelihood Improvement Family Enterprises (LIFE) Programme initiated by the President Buhari administration is geared towards promoting community-based on-farm and off-farm business activities as a model for job and wealth creation amongst unemployed youth and women in rural and suburban households.

Livelihood Improvement Family Enterprises (LIFE) Programmes under President Buhari are expected to establish 150,000 cooperatives nationwide under commodity value chain groups.

Livelihood Improvement Family Enterprises (LIFE) programme under President Buhari will establish and operate up to 1,000 cottage industries in the country, and ultimately engage about 1,995,500 youth and 997,500 women for enhanced productivity.

The Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria under the Buhari-led administration has made available N82billion in funding to 350,000 farmers of rice, wheat, maize, cotton, cassava, poultry, soy beans and groundnut; who have cultivated about 400,000 hectares of land.
The Buhari-led administration has made provision of agricultural credit for financing the production of rice, wheat, ginger, maize and soybeans in Kebbi, Niger, Kaduna, Kano, Enugu, Benue, Zamfara, Anambra and Kwara States. He made mention of many of this agricultural finances, that has been provided for farmers in his speech during the end sars protest.
The President Buhari administration has established a N50 billion mechanisation fund to facilitate the second phase of Agricultural Equipment Hiring Enterprise (AEHE) to roll-out 6,000 tractors and 13,000 harvest and post-harvest equipment units across the country.

There is still more where that came from. Don't fault my calculation ability . Improve on your ability to comprehend. NEC approved the 1 billion dollars for Arms and Air force apparatus. Tucanos are are part of the arms. $1 billion was approved for arms by NEC. There is nothing wrong there.
I am not a buhari fan neither one of his supporters, but he is a president whose impact I have seen in both sectors you mentioned, same can not be said for Jonathan, whose impact could only be felt in the numerous corruption cases he and his government where involved in.

Why don't you know why there was no additions to the ECA under Jonathan? Tell me why.

From your first paragraph, are you reeling or what? Which analysis did I give? Can you show me the "analysis"?

Who are "we" that were performing revenue augmentation? How were "we" making "our" highest profits from exports? What is revenue augmentation?

What was Yar'aduas template? Cam you pls share? If you want to start ringing the Jonathan was corrupt bell, pls knock yourself out. Shebi buhari & co used it before and after 2015 as the cause of all Nigeria's problems? How far with that? Dem never tire? But feel free to prove your case.

Which debt are you referring to? The taxes I mentioned, did I say they have been approved?

The Lagos Ibadan rail you are talking about, what happened to the loan borrowed from China?

This is your English...
"A billion dollar was removed for arms and the rest transferred to NSIA for infrastructure(2nd Niger Bridge) and investments that are already yielding dividends?"

So what figure is "the rest" as used by you here? Is it the remsining of what was left in the ECA?

Here's another one..."A billion dollars was approved by NEC in december 2017 for security equipments (12 super tucanos etc)
This money is now used to feed a lot of sectors( transportations, infrastructures, defence, Agricultural)".

Take note of "This money". Which money? Is it that same 1 billion dollars that was used to buy tucano that was "now used to feed a lot of sectors( transportations, infrastructures, defence, Agricultural)"?

Compare all that to this:

"NEC approved the 1 billion dollars for Arms and Air force apparatus. Tucanos are are part of the arms. $1 billion was approved for arms by NEC".

But recently Senator Ndume said the military is well equipped to fight bandits. How many bandits have these tucanos killed?

You are the one listing the investments. Where does the money recouped from the investment go?!

Pls which agricultural universities coordinating agency are you referring to? Care to shed some light? From what you said nothing has happened. You said "...which will...". What's the investment here that you say is ".... yielding dividends"?

Is FG investing in dangote refinery the first time in the history of Nigeria that nnpc is investing in an oil company? Is the dangote refinery investment "yielding dividends"?

Which one is "The sienna project (undergoing)"?

You sound as if the 400km nigeria/Cameroon road is a whollly Nigerian project initiated and executed by buhari. Is it? Is it "yielding dividends"?

The Livelihood Improvement Family Enterprises (LIFE) Programmes you mentioned, you ended up saying what it is supposed to do not what it has done. You said things like "expected to...", "geared towards...", "it will...". How is that an investment that is "yielding dividends"?

"N82billion in funding to 350,000 farmers of rice, wheat, maize, cotton, cassava, poultry, soy beans and groundnut; who have cultivated about 400,000 hectares of land" and still yet no food security? What dividend has been yielded?

Lastly, Why did you mention revenue augmentation when you did not know the meaning?

You said and I quote

For 2014, the account was drawn down by N927.33bn. From this amount, N400.23bn went for fuel subsidy; N303.56bn for revenue augmentation and N223.54bn went into special intervention fund.

You specifically mentioned revenue augmentation in your statement, so tell me the meaning? Is there another mmeaning for revenue augmentation? What do you know about revenue augmentation? Why do people or Organizations carry out revenue augmentation? Do you keep servicing the same method of revenue augmentation without any result?

Why don't you know why Jonathan did not add anything to the ECA?

What is the meaning of an analysis? Can you present the meaning and compare it to what you wrote about how Jonathan exhausted the ECA?

Was Jonathan a corrupt politician?

I will re pin for you, so that you won't be evasive this time.

What are the purposes of special intervention projects not felt by the citizens? or better still not built for the citizens or much better?
, what are the benefit of funds and projects that does not get to the citizens?

Revenue augmentation should be a one time solution to Nigerias revenue problem, why was Jonathan releasing money for revenue augmentation every year, despite the facts that it showed no results?

Ya' radua increased the ECA to 20 billion dollars within 2years, having the same problem as Jonathan, his successor . Why did Jonathan not use Ya'raduas template? Was it because of the fact that he had an hidden corrupt agenda?

Lastly, Why did you mention revenue augmentation when you did not know the meaning?

You said and I quote

For 2014, the account was drawn down by N927.33bn. From this amount, N400.23bn went for fuel subsidy; N303.56bn for revenue augmentation and N223.54bn went into special intervention fund.

In the 2015 fiscal period, the federal government gave approval for the withdrawal of N458.14bn from the ECA. From this amount, N359.39bn went into petroleum subsidy payment; N98.19bn was used for revenue augmentation to the three tiers of government. "

Exactly. You know a lot about this revenue augmentation. Let me pull up a chair and listen. Also, I have given you a blank cheque for Jonathan. Feel free to pour out your heart. Let's hear you that's why I asked you these.

Is FG investing in dangote refinery the first time in the history of Nigeria that nnpc is investigating in an oil company?

"the draconian PDP regime"? How was PDP regime draconian?

If you say you have more where that came from, pls share.

This is a waste of resources. You have no disputing facts against any of my points, for example: can you proof that the government did not invest money in the places listed, can you proof that they are not getting some dividend at all- this is what someone with common sense is expected to present in an arguement.
You understand nothing about your own point. Imagine asking me "what is revenue augmentation", when you listed it as something Jonathan did, I challenged you on your point using your own technique, but you just couldn't even try to hide the Ignorance, asking "where you gave an analysis" was the funny part . May be its a language barrier.

Money has been invested in the agric sector, the "it will" is a projection of the expected out come. This is basic 101 running an organisation business style " predicting the most probable future of their investment". Shows they have a solid plan and fact.

You asked for the Investment, I gave you the investments. Remember I didn't say every one of it is dividend oriented.

I am not here to get to prove anything to any one, this is the last resource I will waste on you, If I continue, you still won't understand. I mean you find it hard to explain your own words back to me.

So as the french will say, " Tu vas malade en les tete"

We are saying the same thing, Instead of reeling and spilling your emotions. you can answer the questions I asked, it will clear all your doubts and provide all the proofs you need .
