How can a car which was bought brand new 4 years ago suddenly develop steering rack issue?

The driver/operator and mechanic never tell the truth about what happened to that rack.

A 40,000 km 4 year old car (bought brand new) should NOT develop such malfunction especially when I know Kia offers the following coverage for brand new Kia vehicles.
In the continental USA,
10-year/100,000 mile limited powertrain warranty.
5-year/60,000 mile limited basic warranty.
5-year/100,000 mile limited anti-perforation warranty.
5-year/60,000 mile roadside assistance plan.

Which one among these your warranties specifically covers the vehicle's steering rack? .. Who is to say steering rack isn't part of normal and tear parts that aren't covered by warranty?

And if for some reason, the manufacturers refuse to honor the warranty even if there is one?

Or vehicle was sold to 2nd owner before steering rack issue popped up?.. Can the 2nd owner claim the warranty?
