It is two separate corners not a retaken corner, the first corner was tipped over the bar by Mendy which resulted to another corner then VAR reviewing the incident made Taylor to ask perisic to pause from taking the 2nd corner and after the review he ask him to proceed.

This is what happen; Spurs win a corner from bissouma deflected shot and when perisic take the corner that's when pulling of the hair happen because both player are tussling it for the ball and Davies nod the ball goalward which Mendy tipped over the bar which resulted in another corner but before taking the corner VAR stepped in to review the incident in the first corner.

Two things to Note is ; 1. It's two different corner.
2. The ball is in play when the foul happen.

I understand your narration about violence misconduct; it's like saying during a corner or throw in a player headbutt another player that won't change where the throw in is going to.

But the incident today happen almost every match with high volume of corner kicks.
Player pulling their shirts during corner which results in a foul and free kick to the defending team and a penalty to the attacking team but the difference today is that it's not shirt pulling but hair pulling.

The 1st picture perisic already played the ball.

2nd picture the ball was already on air in the box (that's when hair pulling happened).

3rd picture when Davies nod the ball which Mendy tipped over the bar for another corner.

One thing with Var is that they have limitations on what to judge. If that act have resulted to a goal(that's Davies scoring instead of Mendy tipping the ball over), then Var would have overruled the goal and given Chelsea a free kick.

But the issue here is that since it's a corner kick and it's believed that the referee didn't see the initial foul(hair-pulling) before the 2nd corner kick, Var would have to step in to see if it's a red card or if the ref will deem it a red card offence. Anything short of a Red card offence (violent conduct) will see play go on — in this case corner kick. Reason because Var doesn't interfere in yellow card offence except the sequence directly leads to goal.

So the issue now is... Was Var/ref correct not to deem that foul as a Red card offence(violent conduct)?

Anybody arguing that it suppose to be a foul and/or yellow card automatically or indirectly makes Var/ref decision to continue play right

They are the backbone of the referee; I think they give the referee freedom to intentionally cheat a team because I can't imagine me being an FA president and something as clear as day like this will be missed by both Referee and 4 VAR team in the boardroom and they will be not be suspended for at least 3 months.

* He clearly and intentionally overlooked it.
