Some uses neco to gain admission or nateb, ad while in higher institution may feel the need to write waec either to use it to process something or for another purpose. So i don't see any big deal here unless the results are fake. Sure he knows what his doing and he didn't wanna use old waec result or any previous record to avoid issue later

The Penn Foster own is diploma and it is self-paced i.e. depends on the individual.

Just a catchy header by PG... All this happened in 2021. Penn Foster and Atlanta was just between July & August last year.

You can be running a degree programme yet be running a diploma somewhere else esp when it's online.

The onus is on the petitioner to prove anyways.
