Good road and street light is not what makes a City. Population, businesses, industries is what makes a City. A village with dualized road is still a village. A city with single lane bad road is still a city

Onitsha, Aba, Warri, Zaria. These are cities that are not state capitals

Go and ask questions, only cities with enough greenery would be rated as developed in the future.

The only sane place in Lagos is Ikoyi. Other places in Lagos are so terrible including the overhyped Lekki.
