President Muhammadu Buhari has indicted the Academic Staff Union of Universities (ASUU) of corrupt practices. The union has been on strike since February 14 over demands bordering on allowances and salaries of lecturers. The president has pleaded severally with the union to call off the strike but the lecturers have stood their ground. While declaring open the Fourth National Summit on Diminishing Corruption organised by the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Office of Secretary to Government of the Federation (OSGF) and Joint Admission and Matriculation Board (JAMB), Buhari said ASUU is no less complicit in the corruption in tertiary education. He said corruption in the education sector continues to undermine investments, while critics downplay funding by focusing only on budgetary allocations, urging a more comprehensive re-evaluation of expenditure. The president said: “This year’s summit will mirror how corruption undermines educational policies, investments and create an unfriendly learning environment for our youths. “Incessant strikes especially by unions in the tertiary education often imply that government is grossly underfunding education, but I must say that corruption in the education system from basic level to the tertiary level has been undermining our investment in the sector and those who go on prolonged strikes on flimsy reasons are no less complicit. “The 1999 Constitution places a premium on education by placing it on the Concurrent List, thereby laying the responsibilities of budgeting and underwriting qualitative education on both the Federal and State Governments. “The total education budget for each year is therefore a reflection of both federal and state budgets and should be viewed as other financial commitments in their totality. “The allocation to education in the federal budget should not be considered via allocation to the Federal Ministry of Education and also academic institutions alone, but should include allocation to the Universal Basic Education, transfers to TETFUND and refund from the Education Tax Pool Account to TETFUND. “Corruption in the expenditure of internally generated revenue of tertiary institutions is a matter that has strangely not received the attention of stakeholders in tertiary education, including unions. “I call on stakeholders to demand accountability in the administration of academic institutions and for unions to interrogate the bloated personnel and recurrent expenditure of their institutions. Let me also implore the Unions to work with the government to put faces and identities to names on the payroll. “Due to declining resources, the government cannot bear the cost of funding education alone. Its true questions needed to be ask how funds are being managged across tertiary institutions. I can remember some years back when ongoing building construction proposed for senate collapse in one of the university that has building and architectural department  .Then you begin to ask questions, was these department involved or the contract was given to a contractor outside the school |

NaijaSumi:No MDAs receive annual allocation from Govt as Tertiary Education in Nigeria. FG budget for education is mainly for recurrent expenditure, u need to know that TEFUND annual allocation is part FG funding of education and putting the FG budget allocation and TEFUND funding together surpasses N1trillion annually. So what are u talking about. If we are truly sincere on our criticisms we should first ask ourselves how much is the gross income of the Nation that has 200m, 36 states and FCT, more than 800 MDAs, dilapidated roads to maintain, electrical power projects expansion, agricultural programs, foreign affairs, running cost, capital and recurrent expenditure, Healthcare among social amenities and infrastructure needs of our populace! Nigeria earns averagely N16trillion annually for all the mentioned responsibilities. How is it possible for us to allow other sectors to decay for unrealistic salary demands of few people and I'm sure if Govt try to privatize the system because of the burden and pressure you and them will be crying like babies. ASUU-FG 2009 agreement captured in 51 pages MOU stated that between 2009 and 2011 FG universities should be given N1.5trillion each while state Govt universities be given N3.6m per student each. How is this realistic? Is better we encourage diversification of economy, enhanced and transparent revenue collection system and alleviate corruption to the barest minimum than speaking in deep ignorance! |

Mr. president has stated the obvious truth. ASUU is not in anyway different from the beleaguered Nigerian police officers and men. They rob Peter to pay Paul. People who benefited from education where they paid next to nothing wants to deny the children of the poor from acquiring such education on a platter of gold. Tell me if ASUU is not corrupt by working and being on payroll of multiple tertiary institutions in Nigeria which has denied numerous capable Nigerians the opportunity to serve in such other institutions. Hence they're kicking against IPPIS in favour of their highly compromised and ineffective UTAS! |

Buhari is a Collosal Failure and a National Catastrophe in all Ramifications... As if that was not enough... We have a Notorious Drug Baron that shamelessly declared his commitment to continue from where Buhari stops... Tinubu and The APC must be rejected by every well meaning Nigerian in the upcoming General Elections. |

On a serious note if Buhari were smart just give force the university to deal with their customers the students. let them charge what they want for tuition to cover their demands. The current subsides can stay the same or increase the rest is up to them to figure out. |

NaijaSumi:It won't take you much data if you just type on google "2022 budget allocation breakdown." Instead you'll prefer to act like an uneducated illiterate. The 2022 budget for Education is N1.29 trillion (7.9%) while the budget for the House of Assembly is N134 billion (0.79%) Just a little Google search and you'd see.. It is with research that I found out that contrary to the average Nigerian belief, Nigeria senators are not the highest paid in the world. Neither are they more paid than their American counterparts.
