It should not be used as an offensive weapon but defensive. U.S used it as offensive to minimise Marine deaths at island hopping.

He won't. Or rather most likely not, because we can't be too sure. But he might do something really scary like launching a dummy ICBM or pointing an nuclear missile to a populated area in Ukraine.

Putin might have the appearance of a strong man but he's basically an attention seeker and talks way too much for an authoritarian. The real non-bluffer should be Xi. A very quiet and expressionless man.

Truth is, the war may be costing Ukraine but Russia has its power and prestige at stake. If you read between the lines you will see that Putin is trying to end this war ASAP, but not without a "victory". He is basically escalating the threat of nuclear weapons as a means of forcing a negotiation over the annexed territories.
Even the west wants to negotiate. The problem is Ukraine. They're not yet interested in the negotiation and the west cannot afford to isolate them by withdrawing support.
