The question then is, how flooded were the actual rice paddies - the vid wasn't entirely clear - and if the flooded arear depicted in the vid is the actual rice fields, then how long it remains submerged.

I will just say this to you, go and do your own research about dikes if you are not aware, then factor it to the location where this incident happened.
