A sitting governor is dismissing the effort of local authorities to fight terrorist in a gleeful manner. Suggesting explicitly that local authorities should not bother fighting terrorists as the terrorists will always be superior. He did not even say that the local vigilantes should be better armed to fight these guys. It appears the these guys know one or two things about these terrorists that we do not know.
