I think if structured correctly - BRT should allow Matatus to run on it - it should just be priority lane for matatus - as long as they follow the rules- and are road worthy.
If structured like Nigeria or Dar - it will fail - as gov buses will go into disrepair and mismanagement.
Gov should just finished the road - and hand it over to public transporters - and they should have rules.
The matatus can pay a small fee to use this priority lane.
Old boring buses can also exist - the customers picks.

Both Dar and Lagos BRT systems failed terribly. There is no inspiration that one can get from them. Kenyan media outlet used to compare Tanzanian BRT with local transport but since they realized its failure, they stopped comparing Tanzanian BRT to Matatu.

Lagos BRT is epic failure. It actually doesnt exist. It akin to the mad ghanian calling buses BRT - these are just normal buses - no lane dedicated for them. They get stuck with other cars.
