Lagos back then was just Lagos Island whereas 97% of what became Lagos today was called the western region under Awolowo. Ikeja, Lekki, Ikorodu, Ajah etc were all under Awolowo.

Secondly power wasn't at the centre when Lagos island was the fct compared to the power at the centre of Abuja today.
