I just moved to an apartmentand got a ew metre fixed.After exhausting the 40 units that came with it, I went to the NEPA office and was told to come with the old metre used there,I learnt that it got burnt from the former occupant. My landlord gave me and i took it there.They confirmed that it was linked to my new metre.Iwas told to come back in a weks time to get it loaded and i will know if the old metre still have debts on it.

My question;
Would i be the one to pay if their is debt on it
Would the debts be paid in bits or would be cleared first

Please guys guide me
