There is multiplier effect from minning - like your power sector depend on coal minning.
Ruto is corrupt but what distinguish kenya from south africa - is political will to institute reforms and structural changes.
It appears to me this ended in South Africa in 1990s.

Ruto hustler Fund driving savings and pensions up as side-effect of zero interest micro-loans for the informal sector. Kenya has 3 million formally employed (South Africa has 10 million) but bulk of Kenya's 30million adult over age of 15yrs are informally employed (8 million are small holder farmers, 4 million in schools/colleges, 15 million in non-farming informal trading/transports/name it. South Africa has close to 40m working age population...with only 10 million formally employed...and whooping 33 percent unemployed (majority blacks).

The story is the same for all Africa countries - tiny formal sector - gigantic informal sector plagued by zero savings/pensions/lack of affordable credit.

Kenya's Hustler Revolution gov has made that informal sector it's basis for it's economic revolution - otherwise also called Bottom Up Economic model - and it's getting started.

Improving the people at bottom fortunes even by a dollar every day - can scale up into massive economic push.

What Hustler Fund does is to allow them to borrow micro-loans almost every day perpetually - 5 dollars every day - repay- they are "forced" to save 5% - and gov matches that 2:1 - end of the year - everyone will have substantial savings - end of 5yrs - everyone will have substantial pension scheme.

Savings are what will drive the economy forward....as debt is using someone borrowing which you pay interest. With their pension scheme - they can afford to put down payment for a house or start big business - graduate from informal sector to formal MSME.

Kenyans who have taken out loans since the Hustler Fund scheme's inception had saved Ksh.147.21 million as of Sunday noon.
This is according to figures provided by Co-operative and Micro, Small, and Medium Enterprises Cabinet Secretary Simon Chelugui on Sunday, who also stated that the savings were obtained through a Ksh.2.9 billion in loans

Kenyans have so far repaid a total of Ksh.129.1 million, according to CS Chelugui.

He said that a total of 8.4 million Kenyans have registered, with a total of 5 million transactions already made.

Savings from the Hustler Fund scheme are deposited into a savings account after 5% of the borrowed money is deducted.

I am against the delusion/illusion that informal economy is so big and so fine; no it's not fine; it's not good; certainly not big; it need to be formalized, improved, fixed.

Informal economy is a must when economy doesnt grow. People have to survive. They have to EKE a living. They do this through informal sector. They hawk, they hustle, they farm, they engage in anything that can put food on their table.

It's not a sign of progress - it's a sign of regression. This default economy in Africa - the informal hustling eking a living economy - it perhaps 80-90% in most countries.

This hustler fund is innovative because one biggest problem facing developing countries is how to grow savings and pensions when most people are living hand to mouth- and it solving it while dishing out very low almost zero interest loans and forcing them to save .

Dont wonder why Nigeria and Ghana despite all the minerals and arable land look shietty compared to baren kenya.

These small things like having 7th largest cooperative movement in the world has made huge difference in kenya - which would be one Africa poorest - because it has no major minerals or arable land or natural resources.

I think first you need to stop eating animal hides and skin before you can talk footwear.
You have to build the value chain.
Kenya itself is a mess - the potential is huge - but we are still importing millions of used and new shoes.

Ghana I know banned import of second hand shoes - but I dont think there is leather industry - you still import leather then make the shoes - mostly as cottage or informal shoe making.

In 2020 the 3 largest SSA footwear exporters were South Africa, Cote d’Ivoire, and Kenya, exporting
$124.9 million, $51.7 million, and $39.4 million of footwear, respectively.21 These countries have
different destination markets for their footwear than Ethiopia. For example, while the United States was
the largest destination for Ethiopian footwear exports in 2020, the largest destination markets for South
Africa, Cote d’Ivoire, and Kenya were Namibia, Uganda, and Nigeria, respectively.22 Total exports from
these SSA exporters did decline in 2019 and 2020 due to unfavorable macroeconomic conditions,
including those caused by the COVID-19 pandemic, similar to Ethiopia and many large global footwear

With the kind of structures some of those schools have ehn, i sometimes pass by and wonder "how the hell is government keeping up with these expenses" Mfantseman girls school along cape-accra road always blows my mind. Moving here was came with great risk, but hell, one of the best decisions man has ever made.
