OP, you're wrong !!! The first country to experience new year is Republic of Kiribati (Kiritimati to be precise, popularly called Christmas Island) They are +14:00hrs. Run a check on Google to confirm.

Timezones are decided by countries. Eg China has like 3 or 4 time zones i think but they use only one.
