The solution is simple.
Freely float Naira. Stop subsidizing a few fat cats with official rate or allowing them to become billionaires via arbitratage.
Once you freely float Naira... Naira will weaken or strength based on it's fundamentals.
The real value of USD/Naira/ Euro/Naira will be determined by the market.
Forex will flow in and out like nobody business.

You should worry about Kenya. Your debts are getting too unsustainable and your bubble economy may burst sooner than you think. What Ruto should do is to renegotiate the payment of your debt then ensure that borrowing is capped aggressively. But I see that thug doing the opposite. By the end of this year Kenyans will see that Ruto is worse than Uhuru. Debt will be the undoing of Kenya sooner than later. It's a good thing lenders are holding fast to their purses when Kenya is mentioned.

It's such a shame to have a small almost religiously homogeneous country like Kenya being poor and so burdened by debts. But Kenya can be saved. You need to focus more on the service sector than trying to assemble motorcycles or making textile. Spend more on tourism, do more on entertainment with those numerous natural landscape you have. They're your own gold and oil. Close down on corruption, and you need to build your manufacturing to GDP from the below 15% you are currently.

And you should really take your own advice and stop the 'dirty floating' of the shillings. Let it be determined by market forces.
