This dosen't justify anything.

Except the law enforcement involved in this case is lazy, this case is actually very easy to investigate just follow the paper trail.

Scam = Deceit
Scam = Lies
Scam = Robbery
Scam = Curse
Scam = Sin = Death.

Scam is the same thing as lying/deceit and will have the same punishment with people in public and private offices who add figures to the original figures. Or those who collect money from people by force (eg Police). They are cursed by the victims and they also end up with the blood of their victims on their heads/hands.
That's why most of them die young/miserably or go mad.
