Someone was arrested twice, released on bail twice and had to be caught a third time to be publicly profiled.......

Obviously the local police department were in on his trade and benefited from it through bribes.....

If it is indeed true, catching him the first was enough to remand him in prison custody to keep him off the streets while he was on trial but...............Money talks, BullSit walks, especially in India
