They have changed the rule. Running towards the ball or being active around the ball does not matter. The 2 factors are touching the ball or interfering with an opponent.

The only case Rashford has to answer is "was he blocking Akanji from reaching the ball".

Akanji wasn't close to him. It wasn't as if he stopped Akanji from getting to the ball. It's quite dicey
