Hello guys, I want to learn this kind of animation in this picture. How can I learn it.?

What exactly is it called. I have searched through YouTube but the ones I saw are different from this exact one.

May be I haven't searched deeper...I just want to come here and ask those who know better than me.

Please I need the right info and direction/links or assistance.

Software : Adobe Illustrator (mainly) and Photohop. This is whatbis used for the character design and environment either directly or from a sketch up I.e paper draft, scan and trace.
Its then imported as AI files or PSd to the animating software which I am suspecting adobe flash (old name) animate.Or converred to symbols. Thet style most time used is a cut outbstyle however I have seen most times where he (*that animator) use frame by frame to fine tune the inbetweens for smooth feel.

You didn't do any research you should have realised this and fine tune your question, it is not good for you if I do all tje answering to your questions but I have given you a pointer, go and explore.
