Delta Governor and Vice-Presidential Candidate of Peoples Democratic Party (PDP), Ifeanyi Okowa, is not a dictator as alleged by Pa Edwin Clark, the Chief Press Secretary to the governor, Mr Olisa Ifeajika, has said.
