Emir of Kebbi? Never heard of that. I served in Kebbi. I know there are four emirates: Gwandu, Zuru, Argungu and Yauri.
OP should be specific which of them refused to see Tinubu... I'm suspecting its the Emir of Gwandu, he is the most senior of all four emirs and sits in council with the Sultan of Sokoto (Kebbi was carved out of Sokoto) and his palace is in Birnin Kebbi, even though the town of Gwandu itself is about 30mins drive from Birnin Kebbi..
