No sane person should ever compare Ghana to countries like Kenya or Nigeria.
Like I've said before, development has a whole lot of ways of popping up in other areas..ie electricity, water, housing, cement, poverty, income, employment, roads development, transportation improvement and etc.

you might be thinking it is just paper work, you will be suprised when you visit those country yourself . The paperwork is not even doing enough justice. I was in burkina faso around last year , and I was like really ? Is this a country?

There is no fuel in the country petrol or diesel in a lot of petrol stations. No electricity in the country and no money in the bank. Kano kaduna railway has stopped because of lack of fuel and kidnappers bandits. Lagos ibadan railway the same thing instead of fixing the fuel crisis you build white elephants with no fuel no electricity

Why are your countrymen on the Bank of Ghana's neck for printing supposed 80 Billion cedis for the Government?
Is it because it may affect the IMF program or because the money cannot be accounted for? Or is it because they just see it as a sin for the Government to borrow from BoG in times of crises?

This is just for me to gauge more closely how Africans are so similar in their response to certain economic policies even across different countries.

It is because the Central Bank requires parliamentary backing before they can do that, which they didn't seek . Which means the printing was illegally done

Without parliamentary approval, means the money could not be properly tracked by parliament to ensure it was used for what the laws allowed for.
The amount is 50 billion

It is also because we don't support Central Bank financing because no govt has ever been given that much privilege.
