SSMS Sql Server Management Studio. Coupled with this for connecting and managing the database.

SQL server Express is free for 6 months evaluation period after that you have to pay or get enterprise version for large application

Express is the free version of the MSSQL server. you don't pay for it and it has always been free since it existed. if you want more than what express has to offer, then you go for the full one. You Have 3 versions of Visual studio. community, professional, and enterprise. community is free. Do you want more? then go for the other two Versions.
