The law CAN'T be passed because those who are supposed to make the law all got their hands in the cookie jar...
None is exempted!
So making such law is like trying to outlaw themselves... literally shooting themselves on the leg..
Just like the new electoral act.
Buhari can only sign a bill into law.
But he CAN'T make a bill.
The house of representatives does that.
His duty is to sign their bill into law.
So because there's no law outlawing money politics,
Buhari then chose to make money policy...
