1. 25 % in (2/3 of the states & FCT)
2. (25% in 2/3 of the states) and (25% in FCT).

No 1 says for the purposes of 25%, FCT can be counted as a state.
No 2 says apart from getting 25% in 2/3 rd of the states, the candidate must get 25% in FCT.

I think the constitution is saying No1. Otherwise, the constitution is giving special status to FCT over all other states whereas all states are deemed to be equal.

Why has it been that no candidate seriously ever campaigns in FCT. Because they know FCT is irrelevant if they get the 25% in 2/3 of the states.
The only time FCT becomes important is when you don't make 25% in 2/3 of states; The constitution then allows you to count FCT as a state to make up your numbers. That is the correct interpretation from my view point.
