...but then again, anyOne into SECURITY knows HUMANs get complacent after a WHILE. Except those at the TOP ensure things remains DYNAMIC enough, sooner or later, complacency sets in. Most especially when FreQuenCy of THREATs is (very) LOW. You can't compare an Organization or Country constantly under the RADAR (e.g Russia, China, Iran, North Korea, etc) to those who has had no reason to Look-Over-Their-Shoulders (e.g USA) for a long while.

A bully after a while, gets WEAK and VULNERABLE, but their previous IMAGE still makes PEOPLE keep bowing to them UNTIL someOne makes an ATTEMPT.

Ever wondered why People wey dey do internet SCAM (e.g YahooYahoo), Armed Robbers, etc don't get CAUGHT (easily) at their early stages BUT at LATER stage ?

Only a coward will spend $800b annually on armaments, claim to build the best jets and run away and choose to fight by proxy when he sees a near peer rival. This is the time to prove yourself and not on unknown ragtag farmers you are still unable to comprehensively defeat. Ukraine is not a nato ally is no excuse. Were Libya, Iraq and Somalia and Syria nato allies

That line of reasoning is just warp and myopic excuse. Fact is, you cannot hide your capabilities from your opponents especially in a world that is ruled by modern technology and advanced espionage. In this current world of military and economics, everyone knows what everyone is capable and incapable of.
