Yes, it makes sense to me.
She said the fan doesn't rotate.
Standing fans have two types of rotation. The blades rotates and the neck rotates as well.
I was only trying to get clarification as to which she meant.
If the blades are not rotating, I would rather she say that the fan is not working than to say its not rotating.
Does my explanation make sense to you?

Why would anyone want to sell a fan whose blade does not rotate for 7k?

The first one is fine. The second is fine too, but you need to clean it. That way the buyer sees the beauty and worth. Even people wey dey sell okrika shoe, they wash, polish and do minor repairs.
