Judicial—Evaluates/Interpretes laws
Executive—Carries out laws

25% of 24 states is what the constitution says. And the fct would qualify as a state for the purpose of the election. Meaning 23 states plus the FCT would qualify as meeting the requirements.

INEC erred in handing over the certificate to him. However it is not the first time INEC has done this. INEC also declared Ihedioha winner in IMO state governorship election when it was clear that Ihedioha did not meet the statutory requirements.

There's no or not. Where did you guys get this interpretation from? Even Garfield runs away from the 25% discussion because he knows the implications.
