Well, the chances are low. But it depends more on the school your brother wants to add. Most times, universe in US require a minimum of 2.1 for scholarships. In essence, make a thorough research

Let him or you go for post graduate diploma , it is like masters. After that ,let him apply for any masters programs as per his course at undergraduate level. If he start another Bsc program, there is possibility for him to still come out with another Third class honours. My take.

Yes there is a chance for him to do his Masters in any school of his choice. Have you heard about British School of Management and Science in London UK? It's an online Uk school that offers programs for those who don't meet up with the requirements to study abroad. You can go through the website @ bsmsedu.org.uk

This can boost up your GPA especially if you or your "brother" had a high 3rd class. I came out with a 2.23 third class GPA, but when I sent my transcript for evaluation to WES, it boosted me up to a 3.0, which was enough to get me admission.

Please I graduated with 3rd class the same 2.23 cgpa like yours in 2020, after that I applied for b.sc program(ODL) at a university here in Nigeria where I started from 300 level due to my previous degree and it lasted 2years and I graduated with 2.1.
Now, I want to seek admission for M.sc in UK or any other country please how do I go about it to make the B.sc one or will I need to do WES evaluation too?
