It is called "kompromat". When you have information on a politically exposed person which you then keep to use to manipulate the individual when you later need to.
Eg, if Nigeria wishes to adopt the Chinese yuan as part of our foreign reserves against the dollar. America tell us not to, but our cbn governor insist it is best for the country.
Next thing out if no where, president calls cbn governor to do as the US wants. A shocked cbn gov the falls for the US demand.
