This is not true at all. If a 17 y.o. boy in Nigeria has sex with a 14y.o. girl, no one will hold a protest for him to go to jail. If anything they'll say she is his girlfriend, or worst her parents will warn him, or she'll be termed a slut

Nope! That's not what I meant. In the US any sexual contact between a person below the age of consent and a person at or above it is rape. The age of consent in that state is 17 so she can rape him by touching his genitals or MouthAction.
But it'll be virtually impossible for her to FORCIBLY have him penetrate her.
Here's why (as people wrote earlier):

A female can be penetrated anytime. On the other hand, certain conditions can make a man UNABLE to get hard to penetrate a woman - one of them is trying to rape him - forcing him or threatening him to have sex.

Didn't you see where it said any sexual activity? Specifically we are discussing statutory rape (which is still rape and is referred to as rape). See the definition repeated below
