The state security services have the right to gain or restrict access. Since there's a transition of government, sensitive materials and many other protocols will be ongoing. So it's normal for such slight disruption to occur.
There's a certainty that some of communication have be established prior to now regarding this changes and the efcc might have had none to poor compliance. The state security obligation supercedes that of effc, thus slight heavy hand. The spokesman of the DSS rightly said, there's no issue and he's right.

Duplicate functions with other government agencies

Who is the EFCC duplicating? Nobody, especially the police, takes the police serious. ICPC doesn't much other than issue a statement every now and then. EFCC's the only agency politicians fear a little.
