He started working with him since early January as a student which he agreed to him working per time ( Days that he won't have lecture) and whenever he comes back from school since his house isn't far to the man's shop which he agreed to be paying 15k to 20k depending on sales.
fast forward that he paid him January salary 2nd week of February 10k he said cause of holiday blah blah blah that the students had repeated same thing for February salary paid him 7k saying cause of election break which was actually two weeks or so.... Alas march was a full month he paid 10k again saying no market again, Then April also was a full month my brother expected him to pay him for April he didn't see anything nor did the man mentioned anything concerning salary , when he asked him for it he said he would send it soon which he didn't pay , Then the month of May making it two months he didn't pay him till date ..... Now any good advice on what my bro should do he has approached the man he said he would pay him both together today is 10th he hasn't seen nothing...

First, I don't understand the arrangements, how can the employer agree to terms that your brother should come to work any time he is free? The arrangement to me look shady...

If your brother can come to work any time he want or any time he free, it means the man can pay him any time he want or any time he is free

From this arrangement, it means that your brother may decide not to work even if he is free.
Truly, your brother has been cheaping this man. Tell him to forget about the two months salary and resign.
