It takes years of development and I am sure you cannot compare the Knowledge of the US to any other country in that regard. The US and the west values its citizens, that is why it doesn't want to engage in a nuclear war with anyone. But all these north Korea, Iran and others care less about citizen lives and that is the edge they have above the West.
