In civilized countries EVERY child is taught how to swim in primary school and it is compulsory.

This is because they recognize that swimming is the only physical activity which can save your life.

In the UK, all schools must provide swimming lessons to kids between the ages of 5 and 11 and it is free. Swimming is the only statutory sport within their Physical Education (PE) programme of study – and in particular, pupils should be taught to:
Perform safe self-rescue in different water based situations.
Swim competently, confidently and proficiently over a distance of AT LEAST 25 metres.
Use a range of strokes effectively, for example, front crawl, backstroke and breaststroke.
