There should be areas where you can hawk your product near a bus stop or station after that its a crime which could lead to a fine. If you cross high way that could lead to a fine too.

Road side selling (except a few designated stalls) should also be banned.
The hawker and the buyer should be fined. If nobody buys from them they may be frustrated
