It sells for N24/liter in Lybia that is an oil producing country like Nigeria.

We won't buy crude oil nor manpower.
We can even decide to cell at N100 or N50 if we can completely eliminate smuggling of cheap petrol to neighboring countries while we officially export at international price

Libya also has

1.A population of about 8 million people(we have over 200 million people)

2.A crude oil production rate that is slightly above ours.

As a result they can afford to subsidies petrol massively AND pay for good refineries...without breaking a sweat. Basically they can eat their cake and have it.

Try Venezuela...fuel costs about N14 or less, and they have bad refineries

Your submission is very wrong. What is subsidy in the first place? How will FG introduce subsidy to crude oil that you drill locally to functional refineries.
Local Production and local consumption is not to be determined by any international bodies like Forec. You produce crude oil locally, you refine locally and consume locally. Your Government locally determines the selling price base on the cost of Production.
Dollar or forex comes to play when you dealing with international communities.

Sell your crude to other countries at International price ..pocket your forex ....
Fix the refinery , sell at the price the marketers makes regulated profit and in such a way it will be the least expensive ,maybe somewhere 100 or 80 naira ...
Nigeria is going to loose billions but will recoup through the international market .,that's where I think we need to flex muscle after all is it not still the same Nigerian people all of them are serving ..but thats one of the best things you do for your citizens as a social services ..

If this is sustained for one single administration ..process of things will automatically crash ...

Also eliminating the cost of shipping out crude ans shipping back petrol should make a difference.

Tinubu should give the Refinery out for private individuals to run after the repair.

This is to avoid sabotage usually experienced whenever refineries are fixed and working well. Marketers would get paid agents to vandalize the refinery for their selfish interest.

Government or NNPC should not run it. They would spoil it again and again.

Another important issue is smugglers. Security agents at the borders should not allow our locally refined products to the smuggled to Cameroon, Chad, Niger Republic, Togo, and Benin Republic. If not done, Nigerians would not benefits from the gains of refining our products locally.

The way Nigeria is structured currently nothing works as it should because of corruption imposed bottlenecks. See them speaking from both sides of their mouth, this man is probably speaking from emotion and doesnt know what he's saying even though he is in a position to know better. They only focus on what they get from the corruption system.

If you want to save Nigeria, start by eliminating electoral corruption and so that decent persons can get in the ring and compete favorably eliminate politics of religion and tribe.

That is when Nigeria will start working

This thing is simple, give these modular refineries licenses to operate and produce petrol, monitor them to ensure that they follow standard operating procedures, by this there will be enough fuel. Indonesia relies on modular refineries to produce fuel locally and meet her energy needs.

Your Position sounds like you are assuming PMS is the only product derived from crude refining. Please enlighten me on why the price difference will not be more than N70

Rather the FG should sell crude oil to the refineries at a very cheaper price in order to make fuel price to be cheap also, to let the masses breathe.
