There's Section 132 of Nigeria's constitution that talks about the status of Abuja FCT in ELECTION matters.

There is Section 299 of the constitution which you quoted that talks about status of Abuja in ADMINISTRATION matters.

Section 132 clearly stipulated that a presidential candidate must win 25% of votes in Abuja FCT before declared winner of a presidential election.

Section 299 says that Abuja FCT shall be treated like every state in Nigeria in administration matters.

Your APC appointed judges chose to use Section 299 as matters of Abuja FCT are concerned.
They ignore the fact of election matters on Section 132 because their Tinubu couldn't win 25% of votes in Abuja FCT.
