The Universe is so intelligent on its own.
Even the galaxies, and filaments.
That's why they produce exact amounts of dark-matter on their own, just to balance their momentums..

Was it the “intelligent humans” who told the galaxies to do what they had to do in order to remain balanced while in their galactic motion?

The Universe itself is Zillion times more intelligent than the most intelligent human being ever.
