When did we start paying for local services in dollars?

I think thw government should start sanctioning people makimg payments within nigeria in dollars, these people are enabling the incrrasement of dollar currency against the naira. FG enact a monetary policy baning anyone from making payments in dollars in Nigeria, send a circular to all banks and pass into law, with serious fines for banks, this can easily be traced by CBN inspectors if bank default.
