It's one thing to make a proposal and it's another thing to implement it. You know how many times the Isrealis have refused that efforts? Instead, they keep building more settlements deep inside Gaza strip and the West Bank for their people. Another issue is the issue of Jerusalem where Palestinians and Isrealis are fighting for. Palestine wants east Jerusalem which was captured from the by Israel, as part of their side and want it to be their future capital, with west Jerusalem going to Israel. Israel on the other hand wants the entire city of Jerusalem as their territory and see it as their unified capital.

It was after the civil war the Israelis occupied the Palestinians territories. But before the civil war, all efforts to make both states an independent states of theirs with both side knowing their boundaries were all balked by the Palestinians.

And Moreover, Hamas are not speaking for the entire Palestine, they are only speaking for themselves and Gaza.
